Four people were arrested in connection with the alleged rape of Madison Brooks, a Louisiana State University student who was fatally hit by a car shortly after the suspects dropped her off in an East Baton Rouge subdivision. Quentin "Q" Williams of Middletown in the 100th District, a Democrat serving in the Connecticut General Assembly, had been sworn in on Wednesday.
